There will be a meeting of the Parish Council on Wednesday 15th September 2021
at 7.30 p.m., Main Hall, Village Hall, Great Ouseburn

2021.080 In view of previous disruption of the meeting by a member of the public, to discuss stopping the public element prior to the beginning of the meetings.
2021.081 Declarations of Interest. All Parish Councillors are Trustees of the Village Hall and declare their personal interests in the Village Hall. Members to indicate whether they will be declaring any other interests under the Code of Conduct.

2021.85.6 There are further monies owed to Counsellor Meakin in respect of fuel for the grass cutter that will be presented to the meeting £
2021.85.7 The new village signpost on the green is almost complete and an invoice will be coming soon

2021.86 Banking Due to personnel changes to agree that the chairman is nominated has the primary official for the Parish council Bank Accounts.
2021.87 Parish Clerk Following the resignation of Mrs Evely to agree the advertising of the post, with hours and remuneration as per the NALC guidelines (Clerks & Councils Direct issue 132 page 100).
2021.88 Disruptive member of the public After the abandoned July Parish Council meeting, North Yorkshire police will attend to prevent further disorder. The member of the public has been served, by North Yorkshire police, a letter barring him from attending the meetings.

Minutes of the Great Ouseburn Annual Parish Council meeting held on Wednesday 23rd June 2021
at 7.30 p.m. Main Hall, Village Hall, Great Ouseburn.
Present: Cllr R Jones (Chairman), Cllr K Scott, Cllr R Kay, Cllr Jorgensen, and Cllr R Grant.

2021. 042 Reminder by the Chairman of the Parish Council’s expectations for the audio or visual recording
of this meeting: The Chairman reminded all present.
2021. 043 Public Participation. Any member of the public present at the meeting may make
representations, answer questions or give evidence in relation to the business to be transacted. Members
of the council who have a prejudicial interest in relation to any item of business to be transacted may also
speak in relation to that matter.
Please note that the Chairman will control this session and will exercise his discretion as to the amount of
time allowed for public participation. No decisions are made at this part of the meeting – this will be done
by the Council having heard and noted the representations made, Thank you.

19th May 2021: All present approved. The minutes were signed and dated by the Chairman.
2021. 047 Progress Reports. To receive progress reports as follows:
2021.47.1 LDP Affordable Housing Site, Branton 17/03264/REMMAJ & 17/03265/FULMAJ (minute
2012.074 refers): no news.
2021.47.2 The Free Landing a) Nicky Dwight telephone call regarding the state of repair of the pontoon
and boat rental for 2021/22 update: Mr Dwight is experiencing verbal abuse and damage to his boat
by members of the public. It has now been reported to the Police who are investigating and patrolling
the Free landing more frequently. The clerk will erect posters close to the moorings to inform the
public that the moorings/pontoons are privately owned by the Parish Council and leased out.
2021.47.3 Highways issues – to report potholes on Church Field Lane as per SW email. Pothole on Carr
Side Road near the wood. A dead tree on Branton Lane overhanging the Chicane. a) Keld Lane – is
overgrown and Mr Maclennan kindly volunteered with thanks to cut back for the Parish Council.
2021.47.4 Tree Management: Mike Webster is clearing the trees on Lightmire Lane.
2021.47.5 Commuted Sums: no news to chase about ‘The Lime Tree Pub development’ commuted sums
money.
2021.47.6 Fishpond conservation area: A working party is to be organised to trim back the Willows.
2021.47.7 Allotments: All rents paid. The Chairman is to ask a plumber re: mending the pump at the
allotments.
2021.47.8 Children’s Play Area: no news.

landscaping]: The Parish Council object to Plots 6,7,8 as they have their back
gardens fronting onto Branton Lane-All other traditional houses front onto the Main
Road and the Avenue of trees. The Parish Council have still not received any
notification from the first consultation as to how the access will be created in order
to protect the Avenue of Lime Tree roots which all have TPO’S on them. A method
statement needs providing and has also been requested by Alan Gilleard the Tree
Aboriculturist at HBC.
2021.49.05 Ms Tricia Bryant, Land Comprising Field At 445318 462330 Copthorn Lane Great

General items:
2021. 050 Karen Coles email dated 31.05.21 proposal for a Christmas tree to be erected on the village
green: The Councillors can support the idea of having an illuminated tree on the green as a focal/meeting
point and willing to use an existing tree however, the Councillors decided against planting a Christmas
tree on the Conservation village green as would not be in keeping with the other species in the area.
County Councillor Paraskos kindly will pay for the lights for this project.
2021. 051 YLCA – To appoint 2 Councillor’s to be branch representatives for YLCA: Cllr Scott to stand
down from being a representative and Chairman Cllr Jones to be added.
2021. 052 Caroline Smale email dated 10.06.21 regarding caravans parking on Green Lane/Gale Gate
to discuss: This is in the Dunsforth Parish and the clerk will forward the email onto this parish.
2021. 053 Dudley Valentine email dated 08.06.21 Aldwark Bridge. Maintenance of the free landing to
discuss and email 20.06.21: Contractors to Aldwark Toll Bridge have driven heavy machinery down the
free landing damaging the land. A fence has been removed and hedge that was planted and laid by the Page 3
Parish Council has also been damaged and part removed. Cllr Scott has printed the land registry
document to clarify who owns the land and it indicates Mr Rampling planted the PC hedge on the Parish
Council side of the fence.
A letter is to be written to Mr Valentine and copied to Mr Gill Aldwark Bridge owner.
A further letter is to be written to Aldwark Manor Hotel regarding the pedestrian gate.
2021. 054 Sunnybank, Seggans Lane. Erection of fence on the playing field enclosing the hedge and
football floodlight. Councillors to discuss: A letter is to be written to Sunnybank explaining the fence that
has been erected is on Parish Council land and have fenced off a football light and cable of which we
need access. The Councillors are happy for the fence to remain if they put a gate for this access and
make note that they are aware that this remains Parish Council Land and needs to be added to their
deeds. The owners will need to acknowledge the PC letter and its contents.

2021. 055 KS email 18.06.21 regarding Your proposed constituency for Wetherby and Easingwold,
closing date of this statutory consultation period is 2 August 2021: Councillors are in support of this and
think it has improved.
2021. 056 Questions from Councillors: To consider questions from Councillors’: KS Maintenance is
required at the free landing; grass cutting and cutting of the Himalayan Balsam. Joseph Lund will be asked
he will carry out the work and the PC will pay when an invoice is provided.
