DRAFT FOR APPROVAL AT MEETING
Minutes of a meeting of the Parish Council held on Wednesday 24th February 2016 at 7.30 p.m. in the Jeff Gill Room, Village Hall, Great Ouseburn.
Present: Cllr K Scott (Chairman), Cllr B Robinson (Vice Chairman), Cllr R Kay, Cllr G Potter, Cllr I Shaw and Cllr S Wilkinson.
In Attendance: Mrs L Evely (Clerk)
Also present: 6 members of the public.
2015. 174 To receive apologies and approve reasons for absence: Cllr J Burton, Cllr C Lewis (Harrogate Borough Council).
2015. 175 Declarations of Interest. All Parish Councillors are Trustees of the Village Hall and declare their personal interests in the Village Hall. Members to indicate whether they will be declaring any other interests under the Code of Conduct.
2015. 176 Minutes of the previous meeting. To confirm the minutes of the meeting held on Wednesday 20th January 2016: The minutes were approved then signed and dated by the Chairman.
2015. 177 Public Participation. Any member of the public present at the meeting may make representations, answer questions or give evidence in relation to the business to be transacted. Members of the council who have a prejudicial interest in relation to any item of business to be transacted may also speak in relation to that matter. Please note that the Chairman will control this session and will exercise his discretion as to the amount of time allowed for public participation. No decisions are made at this part of the meeting – this will be done by the Council having heard and noted the representations made.
Mr. Ash Teague introduced himself as a Conservative Candidate and getting acquainted with the Parish.
Mrs Sheila Lund reported that the scaffolding pole on the pontoon at the freelanding is bent and catching her boat and the land is cracked and breaking away. Cllr Potter and Cllr Robinson said they will go and assess the area and report back.
2015. 178 Progress Reports. To receive progress reports as follows:
2015.178.1 LDP Affordable Housing Site, Branton (minute 2012.074 refers): no news.
2015.178.2 The Free Landing: see public participation minute above 2015.177 item 2.
2015.178.3 Highways issues: The Clerk has reported the pothole near Penty’s on Carr Side Road and the blocked gully at the Junction of Carr Side Road (This is to be reported again as still outstanding). Highways reported back that orders have been raised for all reported items.
Grass verges from the Primary School towards Fish Pond Bridge and on the other side of the road are growing over the footpaths making them narrower. The Councillors agreed to arrange a date via e-mail to arrange a time to get together to cut the verges back with spades etc.
2015.178.4 Tree Management: Nigel Roskilly has completed works and submitted an invoice.
2015.178.5 Commuted Sums – no news.
2015.178.6 Fishpond conservation area – An on-site meeting is to be held tomorrow at 1pm to give a price for the scheme.
2015.178.7 Allotments: no news.
2015.178.8 Children’s Play Area: Roundabout update: Cllr Robinson and Cllr Potter have kindly repaired the roundabout. The work was much appreciated.
2015.178.9 Green Spaces Consultation: no news, reports should be given later in the Summer.
2015.178.10 Allerton Waste Recovery Park: no news.
2015.178.11 The Crown Inn: There is still no interest in the pub as the rent is too high.
2015.178.12 Two Ridings Community Foundation Grants: meeting tomorrow at 1pm.
2015.178.13 Possible development of land to houses and new Public House at Branton Green: no news.
2015. 179 Planning decisions notified by Harrogate Borough Council.

2015. 180 Planning applications
2015.180.1 Professor L Storrar, Garden North East of Tinkers Hollow, Church Field Lane, Great Ouseburn, York, North Yorkshire YO26 9SG: 6.80.187.E.FUL 16/00619/FUL Conversion of garden store to form dwelling to include erection of two storey extension and alterations to fenestration, erection of replacement wall, formation of patio area, hardstanding, vehicle storage, bin store and landscaping and demolition of outbuilding. The Parish Councillors viewed this application and have no objections to the building design, however, the parish councillors do strongly object to the access to the building plot.
As per previous consultations on this site we have objected to the access via Witherans Lane due to it being a private Lane and maintained by NYCC as highway. Please see attached the letter from NYCC also objecting to this.
Witherans Lane is private and has access to 5 properties via agreement not including Tinkers Hollow. A gate has only been installed in the last 2/3 years accessing onto the Lane but has never been given permission.
Witheran’s Lane is a green lane not suitable for domestic use with cars (cranes/lorries will destroy this lane if building works are carried out via this route).
If this lane is ever changed from grass it has been discussed between the Parish Council and NYCC that this lane will be closed by NYCC.

2015. 0183 The Queen Elizabeth II Fields Challenge: funding opportunity e-mail from Jamie Leeson dated 26.01.16: The Chairman will advertise this on the facebook page to see if of any interest to the public. To put on the next agenda to see if there is any response.
2015. 0184 NALC – Revised Model Financial Regulations 2016 – Does the Parish Council wish to adopt?: All present agreed to adopt.

2015. 0185 Questions from Councillors. To consider questions from Councillors
Cllr Kay requested for the clerk to report a car parking on the footpath outside the new Forge House. The clerk requested vehicle license in order to report to the police.
Cllr Robinson requested the clerk to contact Cllr Lewis for any updates on New Forge House with regards to planning and commuted sums.
The drainage board have contacted Cllr Scott and requested permission to unload some stone onto Burn Beck corner whilst they carry out culvert repairs – all present had no objections.
Cllr Robinson asked the Conservative Candidate Ash Teague his history. Mr Teague has no political history. He has experience with the education side but would like to know more about planning and its issues.
